In a large bowl, beat butter, cream cheese, and zest with a mixer at medium speed until creamy, about 2 minutes, stopping to scrape sides of bowl. Reduce speed to low, and gradually beat in confectioners’ sugar until smooth. If frosting is too thick to spread, beat in milk 1 tablespoon at a time, until a spreadable consistency is reached. Use immediately.
